the nomination of senator hagel as secretary of defense. and according to the law, we're supposed to consider the president's nominees for the very important national labor relations board. but what the president did was make four appointments the day after he we went into our annual session. he made those -- we went into session on january 3, 2012. he made these appointments on january 4. the court said the senate was clearly in session, clearly in session, mr. president. and so if you disagree with the senate, if you're afraid you're about to nominate somebody who the senate won't like, well, then you -- you better get somebody the senate will approve or else you're not going to get that nominee. the president said, no, i'm going to do it my way so i'll just try to change this resource -- recess appointment and do it in a way that's more extreme than had ever been done before. i want to hasten to add that -- that there's no excuse here that if the president hadn't acted in this way, there -- the senate might have held up the nomination for too long. of course, the senate has that r

requested, but i will say this. i know chuck hagel and i think he is a strong patriotic former senator and he will be a strong secretary of defense. i have dealt with him at his head at the atlantic council in a mainstream, thoughtful foreign policy security engagement. i think some of the things -- some of the efforts to color senator hagel's approach on some of these things don't do justice. >> i'm going to come to it. i think it's very important to think about it. when those initiatives at the first to come out began to you about potential people who said let's get no nuclear weapons, i scratched my head and white house are going to work? i believe in deterrence. i found that hard to think how you get down to a number of today's world. henry kissinger, jim baker, i think james lassiter, former former secretary of defense, many others have all agreed with that icicle for the world. it's a goal, an aspiration that we should always be aspirational. but it's not something that can happen in today's world and nor could any leader today sit here or in any other chair and promote t

greatest of ease. senator hagel's hearings begin next week. he has been, perhaps, the most controversial. if he had not been nominated and somebody well qualified and less controversial had been put in place, someone like michelle flournoy or ash carter, then, of course, we would all be paying attention to mr. brennan who is the nominee to be director of central intelligence and who has himself a history of some controversy on both the left and the right, ironically. so if we could just talk about what the implications of this are, and i'm going to try and put these two questions together, actually. and to digress and explain this question a little better, many of us who work in foreign policy studied history because that's what draws you in. and in the old days, polysci was a field that wasn't exactly as embraced as it is now. and for those of us who did history remember all these inconsequential and uninteresting countries whether it was of czechoslovakia or malis of the time were the precursors to larger battles that could have been dealt with had they been dealt with ea
